Berry recruitment are looking for a STOCK CONDITION SURVEYOR




Main Purpose:



To undertake Stock Condition Surveys (SCS) on NFDCs housing and garage stock to accurately determine the current condition and remaining life expectancy of key components, taking into account the component life cycle to inform future investment needs in relation to the 1, 5 10 and 30 year planned programme and NFDCs Financial Business Plan.



To assist in the production of a programme of works to the Councils Housing assets based on detailed stock condition information (including gathering this information), to allow the implementation and evaluation of strategic asset management decisions.



To assist in the development of a long term Asset Management plan to ensure we make best use of our Housing assets including identification of properties to sell and Land for future development.



4. Main Duties:


1. To undertake Stock Condition Surveys (SCS) on NFDCs housing and garage stock. accurately determining the current condition and remaining life expectancy of key components, taking into account the component life cycle to inform future investment needs in relation to the 1, 5 10 and 30 year planned programme and NFDCs Financial Business Plan.


2. To collect stock condition information utilising the Asset Management Mobile Working Platform, updating records in NFDC’s Asset Management System (Keystone) on a real time basis and operate back-up manual systems when needed.


3. Undertake HHSRS evaluations and energy performance surveys as required.


4. Undertake weekly routine (visual) inspections of the Council’s Play Parks and Play Equipment, where responsibility rests with the Housing Service in accordance with the regime set out in Policy. Inspections shall be recorded on the Council’s Housing Asset Management system, and identified repairs reported to the maintenance department.


5. Investigating, reporting and actioning works in relation to asset queries arising from the CRM system/Customer Call Centre/Repairs Team and reporting recommendations to the Housing Assets (Maintenance) Manager.


6. Assist in maintaining a condition based asset register of all housing stock (approx. 5000 properties), to enable the production of a strategic capital investment programme.


7. As part of a team ensure the housing asset is effectively maintained, by the production of a long term maintenance strategy and annual programmes of work.


8. To advise on future maintenance projects, based on stock condition information including prioritising works.


9. To assist in the delivery and co-ordinating of a programme of works to include Planned Maintenance Improvements, conversions, refurbishments and extension projects, acting in the role of client, including producing clients briefs, technical advice and agreeing variations to contracts.


10. The post holder will undertake and commission surveys, deal directly with tenants on findings, identify works and prepare reports on a variety of building related matters and be required to prepare information, assess priorities and implement recommendations into both a strategy and management action plan as required to include the following areas:


• Pre- Inspections
• Pre-void Inspections.
• Asbestos, Stock Condition, Structural and Right to Buy Surveys.
• Disabled Discrimination Act and Access Audits.


11. Produce Energy Performance Certificates for the Housing stock.


12. Undertake routine reviews of other data sources that could impact upon data contained within the asset management system and update as appropriate to
