  • Monday–Thursday: 7:30am – 4:15pm

  • Friday: 7:30am – 3:15pm
    Requirement: Must be RICS‑registered


About the Opportunity


Berry Recruitment is proud to present an excellent opportunity for an experienced Estate Surveyor to join Southampton City Council’s extensive Housing Revenue Account (HRA) Commercial Portfolio.


The portfolio includes a wide range of secondary and tertiary retail properties, and the successful candidate will play a vital role in ensuring the Council’s assets are effectively managed, maintained, and maximised.


This is a role of strategic importance, contributing to the Council’s ambition to enhance its property portfolio, increase revenue, and support the wider vision of positioning Southampton as a desirable city in which to work and reside.


Key Responsibilities



  • Undertake rent reviews, lease renewals, and new lettings of vacant commercial properties.

  • Manage repairs and maintenance activities in collaboration with the Repairs and Maintenance team.

  • Oversee rental income processes in partnership with the internal Finance team.

  • Conduct property inspections — an average of one day per week in Southampton is required.

  • Provide comprehensive asset and estate management, valuation, development, and regeneration advice.

  • Contribute to achieving and enhancing income targets and portfolio performance.


Purpose of the Role


You will be part of a team of professional Estate Surveyors responsible for maintaining and increasing income and receipts from the Council’s property assets. The role includes delivering strategic estate management, supporting regeneration ambitions, and ensuring high‑quality professional advice aligned with corporate objectives.


Person Specification


Essential Qualifications



  • Degree‑level education with a professional RICS qualification.

  • Evidence of continuing professional development (CPD).


Essential Experience & Skills



  • Strong understanding of asset and estate management, valuation, development, and regeneration processes.

  • Knowledge of professional standards relevant to RICS‑regulated roles.

  • Understanding of risk assessment, risk management, and Health & Safety legislation.

  • Ability to build and maintain effective relationships with internal and external stakeholders.

  • Awareness of equality issues and their relevance in the workplace.

  • Ability to manage budgets and operate effectively within financial policy frameworks.

  • Strong organisational skills, with the ability to manage your own workload to meet priorities and targets.

  • High level of IT literacy, including digital platforms, self‑service systems, and Microsoft Office.
